Successful results based budgeting for Coastal Marine Biodiversity Management in Guatemala

BIOFIN in Guatemala has led the implementation of a pilot finance solution involving results-based budgeting for coastal marine biodiversity management in five municipalities (Chiquimulilla, La Blanca  and Ocós in San Marcos; Champerico and Taxisco in Santa Rosa). At a workshop participants from the local governments exchanged experiences in the planning and programming of results-based budget in Coastal Marine Biodiversity Management. The objective  was to provide a space for the exchange and lessons learned among the teams to improve institutionalisation of the result based budget processes results in the budgetary execution for 2018 as well as for the planning of the budget for 2019.

Results-based budget is a public administration approach that conducts efforts to allocate resources such as human, financial and technological (internal or external), towards achieving development results and benefits for biodiversity, incorporating an articulated use of policies, strategies, resources and processes to improve decision making, transparency and accountability.

The development of the most relevant results of planning and programming processes in Results-based budget in Coastal Marine Biodiversity Management in the 5 local governments has been the following:

In Guatemala, it has a High Level Technical Directive Committee, conformed of decision makers of the following public entities: the Secretariat of Planning and Programming of the Presidency (SEGEPLAN), the Ministry of Public Finance (MINFIN), the Ministry of Environment and Natural Resources (MARN) and the National Council of Protected Areas (CONAP).
